The Council
Name of the association: The Israeli Council for Child Development
Definitions:
The Israeli Council for Child Development and Rehabilitation is a legally registered association under the Associations Law of 1980, hereinafter referred to as the Council.
Child Development Institute: A child rehabilitation institute that employs a multidisciplinary team of workers, and its employees include at least the following professionals: a pediatrician who has trained for a reasonable period of time in child development and rehabilitation, a social worker, a psychologist, a speech therapist, a physiotherapist, an occupational therapist, and a nurse, and its activities are carried out within the framework of a general hospital or in close connection with it.
Children: The definition of the population of children treated at the institute will be the same as that accepted by the World Health Organization, and will change in accordance with the decision of the aforementioned organization.
Goals of the Council:
a) To promote the status of the exceptional child and his/her family members in the population.
b) To foster and stimulate professional education, research and interest in disabilities and/or handicaps that cause deviation from the normal development of children, and the rehabilitation of these children and their families. The Council will operate through the child development institutes to promote these goals. Every effort will be made to coordinate and develop an exchange of information through regular and occasional publications, meetings and conferences in order to realize the aforementioned goals.
c) The Council will mobilize the resources necessary to carry out the aforementioned goals from organizations and private entities by collecting membership fees, donations, gifts and in any other way decided by the Council’s management.
The Council’s seat and place of operations:
Until a decision is made on the permanent seat of the Council, its seat will be in the office of the President of the Council, and its place of operations will be unlimited, provided that these operations are in connection with the purposes of the Council.
Membership:
a) The Council will have five types of membership: full member, associate member, honorary member, external member and special status member. Membership will be in accordance with the Council’s regulations as formulated in these regulations, or according to changes that will be made to them according to decisions of the Council’s management.
Full member: Anyone who is an Israeli citizen and has a permanent work permit in Israel in their field of specialization, and has worked at the Child Development Institute for a period of at least three years prior to the date of submission of the application, and is recommended by three full members, may be a member of the Council. Full membership will expire one year from the date of cessation of work at the Child Development Institute, or due to a delay of more than 30 days in paying membership fees, or following a decision by the Council Management to forfeit the membership.
An application must be submitted on a form designated for this purpose, which will be sent to applicants upon request by the Secretary of the Membership Committee. All applications must be addressed to the Chairman of the Membership Committee. The Committee will review the applications and submit its recommendations to the Board of Directors no later than 30 days from the date of receipt of the application.
Associate Member: An associate member will be anyone who is an Israeli citizen and has a permanent work permit in Israel in their field of specialization, has worked at the Child Development Institute for less than three years on the date of submission of the application, or who is regularly engaged in a field related to child development and rehabilitation, and has submitted an application to be accepted as a Council member. The application must be submitted on the form designated for this purpose, accompanied by a recommendation from three full members. Applications will be addressed to the Chairman of the Membership Committee. The committee will review the applications and submit its recommendations to the Board of Directors no later than 30 days from the date of receipt of the application.
Honorary Member: An Honorary Member shall be someone who has made a notable contribution to advancing the goals of the Council and has recommended that five full members be granted the status of Honorary Member. The recommendation shall be submitted to the Membership Committee, which, after review, shall submit it for approval by the Council’s management.
External Member: An external member shall be anyone whose primary occupation is in a field related to the goals of the Council and who is not an Israeli citizen, and who has submitted an application to be admitted to the Council as an external member.
Special Status Member: A special status member shall be someone who has been a full member of the Council for at least 10 years and retired while still a member.
b) Member Rights: All members shall retain the right to participate in Council meetings and receive its publications. The right to vote and be elected is limited to full members only.
c) Membership fees: Full members and associate members shall be charged a registration fee at a rate to be determined from time to time by the Board of Directors.
Members shall be charged an annual membership fee at a rate to be determined from time to time by the Board of Directors.
Honorary members and members in special status shall be exempt from paying the said tax.
d) Changes and additions to the bylaws, proposals for changes and additions to these bylaws shall be submitted in writing to the Board of Directors at least 60 days before the annual general meeting of the Board.
And shall be signed by at least three full members. A copy of the proposal shall be sent by the Secretary of the Board of Directors to all members no later than 30 days before the annual general meeting. A majority of 2/3 of the members with the right to vote present at the meeting is required for the proposal to be approved.
Statutes
a) The Board of Directors, the Board will consist of two representatives from each of the professions included in the standard
that are called Child Development Institutes. The representatives will be elected by a simple majority of the members present at the annual meeting who have the right to vote. The election is for a period of two years. Each elected member may submit his candidacy for additional terms without limitation. Proposals for the list of candidates will be submitted before the date of the general meeting.
b) The President of the Board. The President of the Board will be elected for a period of two years by a simple majority of the members currently voting at the annual meeting. Regardless of the election quota from the professional division to which he belongs, upon the end of his term of office, the President may submit his candidacy for only one additional term of office. A President who has completed his term of office will participate in the Board’s deliberations
in an advisory capacity for an additional two-year term. The elected President will serve as the Executive Committee member.
b) The Executive Committee, the Executive Committee will be elected from among the members of the Council’s management and will include the following officers: Chairman, Secretary, Treasurer, Chairman of the Membership Committee and Chairman of the Scientific Committee. A member of the Committee will not serve in two positions at the same time. The election of the Executive Committee will take place within one month of the date of the election of the management.
The outgoing Committee will serve in its position until a new Committee is elected. No Committee member will serve in the position to which he was elected
for a period exceeding four years.
c) Committees
